Guidelines for Movie and Television Filming in Municipal Buildings and Facilities

The city council of the provincial capital of Munich has contemplated the issue of working conditions for the film industry in Munich and has resolved that municipal departments will support the work of the "Film Commission Bavaria", a department of the Film Fernseh Fonds Bayern, Gesellschaft zur Förderung der Medien in Bayern mbH to the fullest extent of their capabilities.

In support of the Munich film industry, administration will be improved and current regulations as well as areas of responsibility will be pre-determined. Recommendations for guidelines regarding cost determination and payment will also be issued.


1. Permit Authorization

All movie and television filming in municipal buildings and facilities require a permit issued by the relevant departmental authority and office responsible.

Disruption of normal operations must be clarified at time of permit request.

The levying of permit fees can be waived in special cases. (see also 3.1).


2. Areas of Responsibility

Office of the Directorate:

Department of Construction:
(Operational buildings and properties, parks, Isar River flood plains, bridge constructions, Parks & Recreation)
Head Department Subway Construction

Self responsibility:
Municipal drainage systems

Local Departments:
(Civic Administrative Offices, Buildings on public real estate)

Self responsibility:
Management of Central Market Halls, (Central Market Halls, municipal grocery markets)
Management of municipal veterinary service (Slaughterhouse and stockyard)
Land and Forest Service (properties, ranger offices)
Department for waste management

Department of Health:
(Administrative Office, Dachauer Street; Hospital Thalkirchener Street)

Self responsibility:
Municipal funerals (cemeteries)
Hospital - Neuperlach
Hospital - Schwabing
Hospital - Bogenhausen
Hospital - Harlaching

Municipal Public Administration Offices:
(Registry Offices, Motor vehicle registration office, Special utilization of public traffic areas)

Self responsibility:
Fire Department

Cultural Affairs Department:
(galleries, museums, "Villa Waldberta", merchant houses, etc.

Self responsibility:
Munich Public Library,
Munich Playhouse (buildings and grounds)
Munich Philharmonic House
Children's Theatre ("Theater der Jugend")
Lenbachhaus Gallery
Munich City Museum
Merchant homes and club premises

3. Compensation

Compensation for the creation of film and television material covers

  • Utilization remuneration
  • Expense allowance


3.1 As a rule, rental fees will be waived

  • for filming of news coverage
  • for non-commercial reporting
  • for student films from the Munich School for Television and Film within the framework of their training
  • for commercials advertising the City of Munich or its municipal utilities
  • for promotional material serving the interests of the City of Munich
  • for small-scale filming (e.g. inserts/B-Roll)


3.2 Rental fees will be charged according to the following scale:

Independent Shorts & Documentaries

External shots per shooting day

0 - 256 Euro

Internal shots per shooting day

0 - 511 Euro

Feature Films

External shots per shooting day

102 - 1.023 Euro

Internal shots per shooting day

256 - 2.556 Euro

Commercials

External shots per shooting day

256 - 2.556 Euro

Internal shots per shooting day

511 - 5.113 Euro


As a show of support, the City of Munich will accommodate the film industry, allowing shoot days to be calculated by the hour.

A shoot day will consist of 8 hours; partial days will be charged on a pro-rated basis.

The basic rates should not fall below the minimum listed. The final fee will be calculated on a per-case basis dependent on the length, scope, artistic merit and possible inconvenience created by the production.


3.3 Expense Allowances

Special expenditures, such as all costs arising from expenses and revenue loss are to be covered by an expense allowance. This would include particularly the charges for the provision of e.g. staff, motor vehicles and equipment (rate structures and internal clearing rates are to be taken into account. ) Utilities such as electricity, heating and cleaning costs can be calculated on a flat-rate basis and should be included in the final accounting.


4. Compensation for damages

A certificate or statement of insurance coverage must be submitted to provide for adequate damage and liability compensation. (see enclosed contract sample).


5. Miscellaneous

The current contractual structure between the municipal departments and the film and television companies will not be affected by this price regulation.

The utilization fees stipulated by each respective department for selected collections are to be examined regularly every 3 years for potential adjustment requirements.

The specific operational costs for staff, equipment, etc. should be updated on an annual basis.
